How to install Telnet for Windows 7
- Open Control Panel
- Click Programs
- Under Programs and Features there should be an option that says “Turn Windows features on or off”, click this.
- On the list that appears simply choose: Telnet Client
Simple as that, and the telnet client is included again. I don’t know why they don’t install it by default, it’s < 1 MB and incredibly useful.

Exactly the same on Windows Vista.
If you’re actually trying to log into a server using telnet on the default port 23 (which nobody ever does anymore because we’re all using SSH instead), you may want to try PuTTY instead (which can do either telnet or SSH). It has nice features like being able to save a list of servers, each with its own configuration options.
But plain old telnet is very useful for other things. I use it every day at work.
